About MP3 to OGG
This tool takes an MP3 and re-encodes it as OGG Vorbis, mostly for compatibility with software and engines that want .ogg files. Because both formats are lossy, the goal here is a format change, not better sound.
When it helps
- Getting an MP3 music track into a game engine, mod or emulator that expects OGG
- Supplying audio to a Linux app or open-source project that only lists Vorbis as supported
- Building a set of OGG sound effects from MP3s you already have
Tips
- Match or slightly exceed the MP3's original bitrate. A 128 kbps MP3 converted at 160 kbps Vorbis keeps the artifacts low; going down to 96 kbps will make them worse.
- If you still have the original WAV or FLAC, convert that instead with Audio to OGG for a cleaner result.
- Each lossy-to-lossy step removes a little more detail, so avoid converting the OGG back to MP3 later.

Only if you pick a lower bitrate than the MP3 had, and that also lowers quality. At the same bitrate the file size is roughly similar.
Many engines and mods standardised on Vorbis because it is royalty-free and loops cleanly. MP3 encoders add a small padding delay at the start, which can cause audible gaps in looping music.
